Plan Review Instructions for Commercial Construction
For All Permits Other Then Detached One or Two-Family Structures
Note: All of the following require a Connecticut architect and/or engineer raised seal and signature:
a) Any work performed in a building over 5,000 sq ft.;
b) Any structure 5,000 sq. ft. or more;
c) Three families or more;
d) Special designs;
e) Steel beams, flitch plates and trusses;
f) Glue laminated beams, cathedral ceilings
1. Submit two (2) complete sets of plans drawn to ¼ inch scale for Building Department and, if applicable,
the Health Department and fire Department will require one (1) set each.
2. These plans must consist of a certified plot plan (CPP), plus:
· Floor Plan
· Elevation
· Cross Section
· Site plan including nature and location of all draining systems with parking for handicap
· Complete mechanical drawings
· Proof of Workmen’s Compensation or appropriate
They must also be of sufficient detail and clarity to show the nature and character
of the work to be performed.
3. Zoning will verify location of structure and a separate Zoning Permit will be
issued. The Zoning Department will also collect a fee – payment by check, only.
4. Prior to plan review you must see a Plan Examiner when you receive your
department approval sheet. He/She will indicate the departments from which
you will need signatures before plans can be reviewed.
5. Prior to the issuance of a building permit, an inspector may visit the site for a
pre-permit inspection to ascertain whether the existing site will be in conformity
with the code upon completion of the project.
6. Permit application, department approval sheet* (completed), a check for the
amount of the building permit fee, made payable to the City of Stamford, and
a Certificate of Insurance Covering Worker’s Compensation must be completed and submitted with all plans, specifications and statements before a permit will be issued.
7. The permit fee is based on the estimated cost of construction at the rate of Sixteen
($16.00) dollars per one thousand ($1,000) dollars or any fraction thereof. In
addition to the permit fee, there is a Connecticut State Sue-charge tax fee of $0.22
per $1,000 of the estimated cost of construction.
8. When required, separate electrical, plumbing, heating, air-conditioning and
Ventilation permits must be obtained; the mechanical permit fee in most cases
is covered by the building permit fee.
9. Current Codes in effect in Connecticut are the 2003 IBC, 2003 IEBC, 2003 IPC,
2003 IMC, 2003 ICC ANSI A117.1, 2006 IECC and the 2005 NEC, with the 2005 supplements - 2009 amendments effective August 1, 2009
